Construction Quality Management for Contractors
Notice to contractors working on USACE projects: Specifications outlined in the Whole Building Design Group-UFGS Section 01 45 00 paragraph 1.6.2.3, indicates that the CQM-C course is offered by both NAVFAC and USACE and you should contact the Contracting Officer for information on the next scheduled class. This contract verbiage does not restrict whom you take the course from other than an authorized appointed CQM-C trainer. However, directive ECB 2021-11.6 states that the CQM-C course offerings will be sponsored through the local USACE District. ECB 2021-11.7.b and ECB 2024-11.8.a continues that USACE instructors will be USACE employees or currently employed retired annuitants with the knowledge and experience and are required to be in a “pay status” when instructing the course. Please contact your USACE Contracting Officer prior to enrolling in our course for USACE projects.

However, through an internal memorandum, NAVFAC Pacific administrated projects require CQM-C training from a NAVFAC/USACE qualified instructor authorized to conduct CQM-C training within the geographic region. Please contact your NAVFAC Contracting Officer prior to enrolling in our course for NAVFAC projects outside the continental United States.
Our Construction Quality Management (CQM) course will meet the training requirements outlined by NAVFAC/USACE for Quality Control Manager appointment. This online 18-hour certificate course consists of video presentation modules and exercises.
The instructor is Kugan Panchadsaram who has been given Contractor Instruction Compliance Memorandum by NAVFAC SOUTHWEST to present the training.
This course is comprised of 9-hours of On-Demand videos and exercises in addition to a one-day, 9-hour Instructor-led Live session held on Friday via Zoom. The On-Demand session must be completed by the Tuesday prior to the Friday Live session held via Zoom.
Login information for the on-demand portion will be provided 21 days before the live (Zoom) session that you registered for, no earlier than 24 hours after registration.
Company maximum registration is limited to 3 students per company. Registration fee is per person. More than 3 students from a company must enroll in a different Live-Session course date.
At the end of each module there will be a short quiz. The Final Exam is at the end of the zoom session. The Final Exam consisting of 40 multiple choice questions with a required passing score of 70% or better.
The CQM-C certificate earned from the class will be valid for 5 years.

Language: This course is taught in English and requires active participation discussing training topics with the class. It is required that you are proficient in understanding, speaking, and writing in English to participate and complete this course.
CQM-C Course Overview
This online 18-hour certificate course consists of video presentation modules and exercises. This course is comprised of 9-hours of On-Demand videos and exercises in addition to a one-day, 9-hour Instructor-led Live session held on Friday via Zoom. At the end of each module there will be a short quiz. At the end of the course, the student will take a Final Exam consisting of 40 multiple choice questions with a required passing score of 70% or better. Before taking the final exam, all end of module quizzes and written assignments must be completed before the final exam will become available. After completing the course and passing the final exam, within two business days the student will receive a digital Certificate of Completion.
- There are 9-hours of On-Demand videos and exercises.
- Login information for the on-demand portion will be provided 21 days before the live (Zoom) session that you registered for, no earlier than 24 hours after registration (except weekends).
- The 9-hour on-demand portion must be completed no later than the Friday before (7 days before) the live instructor-led session, which is held on Friday via Zoom.
- The on-demand and Zoom Live-Session must be completed within 30 days of first log-in to the on-demand portal. If you request to be transferred to a different Live-Session, it must be within 30 days from your first start or you will need to re-enroll in the course.
- Company maximum registration is limited to 3 students per company. Registration fee is per person. More than 3 students from a company must enroll in a different Live-Session course date.
- The Instructor-led Live Session is always held on Fridays via Zoom.

Contractors engaged in doing business with NAVFAC & USACE are required to provide a trained Quality Control Manager for every project.
Who Should Take This Course
Contractor’s field personnel (Superintendent, Foremen, Quality Control Manager, Alternate Quality Control Manager, and Field Engineer) as well as office personnel (Project Manager, Office Engineer, and Project Engineer).
Course Objective
This course is designed to familiarize the student with the US Army Corps of Engineers (USACE) and Naval Facilities Engineering Command (NAVFAC) Construction Quality Management and QC Organization requirements. The student will be familiar with the QC documentations and record keeping as well as inspection and testing procedures. After the successful completion of this course the student will have enough knowledge/information to be able to prepare a “Quality Control Plan” for any project.
This course is presented in three distinct parts. The first part of the training (Module 0) provides the basics for those construction personnel who have not worked on USACE or NAVFAC Army Construction Contracts. The second part of the training (Modules 1 through 3) focuses on USACE and NAVFAC Construction Quality Management concepts and procedures and how to successfully implement the “Quality Control Plan” and is presented through On-Demand videos and exercises at your own pace. The third part is a continuation completing (Modules 4 through 9) in our Instructor-led Live training via Zoom (held on Fridays).
CQM-C Frequently Asked Questions
How do I get on the Standby List if the class I want to take is full?
- We recommend you enroll in the next available course. After registering, the student must email info@kugan.com and tell us the student name and the date of the course you desire to be added to for the standby list.
- You will receive an email with on-demand login information within 24 hours of emailing us your standby transfer request.
- All on-demand training material must be completed by the Wednesday 10 days before your chosen Friday Zoom session.
- Once complete, the student must email us at info@kugan.com immediately to secure their spot on the Standby List.
- We will email you by Wednesday at 8:00 am if you can attend the Friday Zoom live-session.
Is this CQM-C course accepted by NAVFAC & USACE?

Does this CQM-C course come with a certificate of completion?
A digital certificate of completion will be provided within two business days. See a sample of the provided certificate below.

How long does it take to get the digital course certificate of completion?
We will work quickly to issue a digital certificate of course completion after the course has been completed, approximately two business days.

Can I participate in the Live Virtual session from a vehicle?
You can NOT complete the Instructor-led Live Zoom training in a vehicle (neither as a passenger nor while it is parked). You MUST be in an office environment at a hotel, home, or office, no exceptions.
If I can’t attend my enrolled Live Virtual date can I reschedule?
A request to transfer must be made a minimum of 7 days prior to your enrolled Instructor-led Live Session. All transfer requests will incur a $40 processing fee. Please email info@kugan.com with your transfer request.
Are there any quizzes other than the final exam?
Yes, there are end of training module quizzes that must be completed prior to proceeding to the next training module. You have two attempts to complete the quiz with a passing grade. If you do not pass on both attempts the instructor will coordinate with you to reset the module quiz.
What happens if I do not pass the final exam?
Unfortunately, there are no retakes on the final exam. You will have to redo the training. When you are ready, you need to re-enroll for the next available class and pay the full enrollment fee. Please note that once you complete the course, we will refund you $150.00 at course completion after you pass the final exam.
Can I get a refund?
Refunds may be requested within seven (7) days of course registration for a full refund of the training fee. Requests made after this period will be eligible for a 50% refund only. Please email info@kugan.com with your refund request.
